Place the symbol by first selecting it, then drag it onto the drawing by simply moving the mouse. Left-click the mouse to drop a copy of the symbol onto the drawing. While you are doing this, the tool options box will appear on the screen. You can drag this tool box off to the side at your discretion.
Left-click the mouse for each copy of the function block you wish to place. When done, use the Escape key on the keyboard, or Right-click the mouse, to drop the tool.
Once placed, you can move the function block around by clicking on it and just dragging it. Left-click the mouse to select the object to move, and hold the left mouse button down while dragging. Let go when you get to the desired location. Right-click the mouse, or click somewhere else, to de-select the function block. While dragging, the mouse pointer will have a small cross arrows icon attached.
